Background

Making invisible systems visible

Brief
Masterton District Council required a series of journey maps to visually document and clarify their internal asset management processes. These maps were designed to illustrate key workflows, stakeholder roles, and decision-making pathways, helping streamline operations and improve transparency. By mapping out these complex processes, the council aimed to enhance collaboration and decision-making across departments.

To achieve this, I translated technical and procedural information into clear, accessible visual frameworks that could be easily understood by both technical and non-technical teams. A consistent visual language was applied across all maps to ensure continuity while allowing for flexibility between different asset streams. This approach supported clearer communication, reduced ambiguity, and enabled teams to engage more confidently with the processes outlined.
Design Outcome
The final deliverables included two large designs spanning 1 metre wide to 3-4 metres long, providing a clear and structured visual reference for planning, procurement, and long-term infrastructure management. These visuals will continue to support council teams in navigating operational challenges and improving service delivery.

Design decisions prioritised legibility, hierarchy, and flow, ensuring the information could be easily referenced during workshops and day-to-day use. The maps met their goal of supporting consistent understanding and alignment across teams, enabling staff across the council to clearly understand their own processes, how other teams operate, and how each role contributes to the council’s broader goals and stakeholder relationships.

The second journey map walks through a real-world development scenario, demonstrating how the council responds to complex infrastructure challenges as they arise. Using the example of a new housing development on the outskirts of town, the map visually traces how increased demand is assessed across existing systems, highlighting the processes, decision points, and internal teams involved.
